Specialists
Chris Boswell is a restricted free agent, but I think he should be tendered at a second-round level. He was outstanding this year with many game-winning kicks and an all-around pro bowl season.
Jordan Berry is a restricted free agent but should not be tendered. Punters can be found on the free agent market inexpensively. I would bring him back with no guaranteed money to compete for the punting job.
Next: Steelers offseason is short
Kameron Canady was an exclusive rights free agent that was signed and will compete again for the long-snapper job. The difference this year is that he has the upper hand having been successful in 2017.
