2. Philadelphia Eagles

Even though the Steelers and Eagles have really only played each other once every four years since the AFL-NFL merger, there always seems to be a little extra incentive to be the best team in your own state. Prior to the merger, these two teams faced each other oftentimes twice per year (which is where this rivalry originally developed).

Even though we are more than fifty years since the merger, Steelers fans still hate to lose to the Eagles, and the feeling is mutual from their fanbase. I wish I could say that this Pennsylvania rivalry has been pretty even, but that couldn't be further from the case. Currently, Pittsburgh has a dismal record of 29-49-3 when facing Philadelphia, and it has been the Eagles fan base that routinely gets that last laugh.

This 37.7 win percentage makes the Eagles the second-toughest opponent this team has faced historically. It doesn't really matter which era you look at either; the results are all bad.

Remarkably, the Steelers haven't won more than two games in a row against Philadelphia since their four-game winning streak ended all the way back in 1937. Pittsburgh is just 5-11 against the Eagles since the merger.
